Proposal: Test wiki

This proposal is to establish a [[w:MediaWiki|MediaWiki]] installation for testing purposes.

== Initial setup ==
The initial implementation will permit
* Any member to be made a 'sysop' upon request
* Non-member participation may be tested, but with a responsibility for 'keeping house' being on the member requesting / running the test.
* Members can request a [[mw:Manual:Extensions|MediaWiki extension]] be installed or the configuration of an existing one changed. This will allow members to explore 'bolt on' feature sets which can enhance the wiki experience and functionality.
