Proposal:Test wiki

This proposal is to establish a MediaWiki installation for testing purposes.
Initial setup
The initial implementation will permit
- Any member to be made a 'sysop' upon request
- Non-member participation may be tested, but with a responsibility for 'keeping house' being on the member requesting / running the test.
- Members can request a MediaWiki extension be installed or the configuration of an existing one changed. This will allow members to explore 'bolt on' feature sets which can enhance the wiki experience and functionality.
