Maybe we could make an exception for those two, requiring that the host town be 1.5 kms away from a central point in each of those areas; that should allow Lismore to be a host town (if you drive slowly). I don't know coastal northern NSW that well so I can't comment on Lismore, but if it's regional by any reasonable definition, then I'd be happy to do that. The proposal looks fine to me. I suggest the "definition" of regional should be strictly enforced to start with, and then if there is money left over nearer the end of the FY, it can be relaxed and include places where one of the two distances does not apply. (Alternatively, if this ''does'' still need more ''proof of concept'' events, less strict definitions of regional could be applied to start with, but you must at least attempt to apply them at some stage, or they might as well be removed as unenforcable.)
