I suggest the "definition" of regional should be strictly enforced to start with, and then if there is money left over nearer the end of the FY, it can be relaxed and include places where one of the two distances does not apply. (Alternatively, if this ''does'' still need more ''proof of concept'' events, less strict definitions of regional could be applied to start with, but you must at least attempt to apply them at some stage, or they might as well be removed as unenforcable.) does anyone have any idea as to the feasibility of producing a map with shaded areas indicating the areas this proposal is intending to cover - obviously the 1hr and 2hr limits are intended to be guidelines (we mean by car, right?) - anywhoo it'd be nice to see, even vaguely, where we think the boundaries lie.
