== Usage ==

Where:
; <code>member1</code> and <code>member2</code>
: the names (linked if desired) of the ''proposer'' and ''seconder''.  The latter is only displayed if the former is present.
; <code>status</code>
: <code>approved</code> for approved proposals;
: <code>vote</code> for proposals currently being voted upon; or
: blank for a proposal that is still in development.
; <code>approver</code>
: when status is <code>approved</code>, this is the name (linked if desired) of the approver.  Defaults to "the committee" if empty.
