More complex category option

I suggest the current simple category line be replaced with:

{{#ifeq:{{{status|}}}|approved|[[Category:Approved proposals]]|[[Category:Proposals<noinclude>|τ</noinclude>]]}}

This will allow the separation of Approved proposals from pending ones. (We could extend this to have an abandoned proposal status and category so the Proposals category only contains current proposals.)
