It wasn't a draft. The strategic plan was a draft, and it was approved in October 2011. This budget was in effect before it was published, however some items were not actioned for various reasons (e.g. our exit from the fundraiser; the volunteers lost interest; the board lacked time to execute), and a few items were added (e.g. the Wikimedians to the Games initiative and WikiWomenCamp).
