Executive Officer report
WMF connections
Belinda and Elliott continue to meet with various WMF staff regarding Donations, Strategic Planning and Public Policy/Advocacy. In Jan/Feb 2025 we will be developing a trial with the WMF Donations team to differentiate for donors the choice between WMF or WMAU.
Other strategic meetings
Belinda and Elliott met with representatives from the Art Gallery of South Australia, SA Museum and UniSA. The purpose of these meetings was to form relationships with possible partner organisations and to extend our contacts in these organisations to make our institutional relationships more resilient. We also met briefly Ms Susan Templeman MP, Special Envoy to the Arts, and her advisor at the Parliamentary Friends of GLAM event in Canberra, amongst other key GLAM staff. We have been informally advised that we are now Associate members of GLAM Peak.

Australian Communities Foundation (ACF) grant

APNIC Foundation grant for the Ian Peter archive digitisation project
Interviews for Project Manager undertaken and Digitisation Officer interview imminent. Caddie Brain has been successfully appointed as the Project Manager. The appointment has not yet been announced. Interviews for Digitisation Officer are underway with an appointment expected to be made before 20 December.
Partner Projects 2024-2025
Still waiting for SLV to sign the Funding Agreement due to a staff member going on unexpected extended leave. However two potential Wikimedians in Residence are in conversations with other SLV staff.
SA Museum will utilise Mike Dickison as a Wikimedia Strategy Consultant, but looking at how to be contracted through WMAU to ensure Public Liability Insurance coverage.
2SER- FM WiR is underway and the WiR and student WikiClubs have done some early work.

A huge success with wonderful feedback. Many thanks to everyone, especially WMAU staff and the Core Organising Team who contributed to the many tasks and activities that made it possible and so successful. We also gained many new members.

President’s report

Vale Tom Hogarth
On behalf of the WMAU Board I would like to acknowledge the sudden and saddening passing of fellow Board member Tom Hogarth. Tom’s commitment to and passion for Wikipedia, the other Wikimedia platforms and the Wikimedia community here in Australia and around the world was unquestionable. His exuberant willingness to share his corporate knowledge and ensure the Board keeps our editing community in mind were noble. He will be missed.
In memorial of Tom Hogarth
I would like us to consider if and how we might memorialise Tom’s significant contribution to the Wiki platforms. We don’t need to rush into anything, but I wanted to put it on the table for discussion.
Casual vacancy
Relatedly, Tom’s passing means we have a casual vacancy on the Board. With respect, I am flagging the vacancy for our consideration. I don’t want to rush into filling the vacancy, nor do we need to at all if we don’t wish to.
Continuing our strategic planning work
Thank you for your participation at the Strategic planning day in Adelaide. It was an intense session but, I hope you will all agree, it was a worthwhile one. Further to my statement after being appointed President we will go forward with four pillars for our strategic planning:
- grow free knowledge
- strive for knowledge equity
- get better at governance, and
- celebrate our community.
Belinda has kindly written up our Strategic Planning Post-it note ideas for each Pillar. From here, I would like us to work together to develop these ideas further with the aim of arriving at 5 to 6 Key Actions that sit under each Pillar. These should be high-level but concrete and actionable things we would like to achieve related to the Pillar. Once we have finalised these, we will begin to map them over the duration of our 10-year strategy.
In the interest of keeping on track to prepare our strategy and our grant application I would like to dedicate some time at this meeting to strategic planning. Likewise, I would like us to meet in January (proposed date: Monday 20 January 2025) to keep working on the strategy. This would be followed by a regular Board meeting on 17 February 2025 to finalise the Plan. The Strategic Plan and Grant are due for submission on 13 March 2025.
First Nations Protocol update
Based on the interest and support for developing a First Nations Protocol for Wikimedia platforms led by WMAU I reached out to Terri Janke from Terri Janke and Company to have a preliminary discussion about the idea. Belinda and I had a highly productive and positive meeting with Terri Janke, Hannah Byun and Shevaun Wright in which we talked about the need to undertake a scoping project to determine the path WMAU should take to progress the development of a Protocol. TJC has prepared a Proposal for our consideration.
Financial delegation policy and other policy I know Belinda and I talked about WMAU not having a Financial delegation policy at the Strategic planning day. It turns out we were mistaken in that. When Belinda was doing research on such a policy she discovered there is a Scheme of Delegation to Executive Officer in our Finance Policy.
While this is a good thing, it highlights that organisational awareness of our policies needs more work. As part of the 10-year strategy, I would like to propose that we develop a Policy library that maps policies, guidelines and procedures thematically, as well as provides an A–Z list of policies. Mapping policies in this way will also allow us to do a gap analysis and identify where we are missing important policies and identify when existing policies were last reviewed and establish a review cycle for policy. From there, we can plan new policy development and policy review activities based on priority over the 10-year strategy lifecycle.
TAROCH Coalition
I would like to thank the Board for supporting WMAU joining the TAROCH Coalition. I look forward to our participation in the initiative and its goal of encouraging UNESCO Member States to adopt a Recommendation on Open Cultural Heritage.
Travel to The Netherlands to attend TAROCH Advocacy Workspace meeting Also on TAROCH: as part of my work on the TAROCH Advocacy Workspace I will travel to The Hague, The Netherlands to attend a face-to-face two-day meeting. The details have not been finalised, but it is likely the meeting will occur in the week commencing Monday 24 March 2025.
If Creative Commons does things the way they did for the TAROCH Workshop in Lisbon, Portugal in May this year, they will require participants to pay to get themselves to the meeting and reimburse them after the meeting. The ADA covered the costs for the Workshop, but is unable to do so this time. I would like to put up for discussion WMAU supporting my participation in the TAROCH Advocacy Workspace meeting by paying for my flights before the meeting. The organisation will be reimbursed for the costs.
I intend to take some leave around the TAROCH Advocacy Workspace meeting. Our Travel Policy includes advice on Combining personal and WMAU travel, although this is a little vague. I would be responsible for covering any travel costs on days not directly related to the TAROCH Advocacy Workspace meeting.
My partner is also intending to travel with me to The Netherlands. To ensure he and I are on the same travel booking I would like to put up for discussion WMAU making the booking for both myself and my partner. We would reimburse the organisation for my partner’s costs after the booking is made. It is unclear whether this is possible within the Travel Policy.
Attended auIGF Elliott also attended the Australian Internet Governance Forum on Monday 28 and Tuesday 29 October 2024 in Melbourne. At the event Elliott flagged that WMAU intends to be more active in advocacy efforts around topics such as the regulation of platforms and the internet, digital literacy, internet affordability, freedom of speech and censorship, online and child safety, privacy, copyright, AI, open access and anything else that impinges on the Wikimedia mission and values. He also reconnected with representatives of auDA, Electronic Frontiers Australia and APNIC.
FACT symposium hosted by ACMI Elliott has been invited as President of WMAU to speak at next year’s FACT symposium by Seb Chan from ACMI. The panel session will focus on “Future practice in the GLAM sector”.

The budget expenditure for WikiCon 2024 was allocated effectively to support travel scholarships, venue hire, catering, and event materials. All spending was well within the approved budget, enabling us to deliver a successful conference. WikiCon Budget November 2024.
Noting the discrepancy in interest between October and November was due to being paid $3767.96 from the term deposit maturing on October 10. Expect another bigger interest payment in January.

Matters for Decision
Safe Space Policy annual review
The Safe Space Policy is due for review in October 2024. No issues have been reported and no concerns raised during the past 12 months, and it aligns with the WMF Universal Code of Conduct (UCOC), however it is best practice to review and update the policy. Belinda has read and reviewed the document and recommends that it is still fit for purpose and doesn’t need any changes, however Board members are encouraged to review and provide suggestions.
Note: UCOC training was intended to be released in early 2024, however it is still in draft. When complete it will be available on Wiki.Learn.
Proposed Motion: That the Wikimedia Australia Board renews the WMAU Safe Space Policy for one year with no changes to its current content or provisions. Rationale: The WMAU Safe Space Policy remains a critical framework for an inclusive and respectful environment within our community. After review, it has been determined that the policy continues to serve its purpose effectively and does not require amendments at this time.
ACTION: Belinda and staff to renew Safe Space Policy for additional 12 months.
James and funding a WikiCommons course on Wiki.Learn James has indicated that the “Introduction to Wikipedia” course on Learn.Wiki took considerably more time than expected, but is now complete and being used. He is open to developing a similar “Introduction to Wiki Commons” course, especially now that he is more familiar with the Wiki Learn LMS platform. He would need approx AUD$3000 to develop and deliver the WikiCommons course.
ACTION: Belinda and staff to advise James and liaise with course development as required.
Allocation of brand domain email addresses As raised at the previous Board meeting, Elliott and Belinda have drafted a document outlining the situation, potential solutions and recommendation for next steps for the Wikimedia Australia branded email domain. Feedback from the community survey showed support for a branded domain email address distinguishing members from current staff and Board.
ACTION: Belinda and staff to develop a process to transition members who wish to take up the offer of branded email domain, alongside the existing email domain for current staff and Board members.
Decision-making rubric
Elliott has been developing a draft matrix or rubric to assist in assessing a variety of opportunities. While currently labeled “Partnerships Approach,” this document is designed for broader application, including Partner Projects, editathons, grant opportunities, and other activities.
To complement this rubric, a Risk Assessment and Management document will also be developed to ensure thorough risk identification and mitigation before committing to any activity.

Terri Janke & Co Scoping Draft Proposal Please see the Draft Scoping Proposal and Costing (12 Dec) for a Scoping Study on the implementation of ICIP & IDSov (Indigenous Data Sovereignty) best practice specifically for Wiki platforms. Please note this is a Draft document and we will be going back to Terri’s team with some suggestions and corrections, as some of the information needs amending (for eg, this Scoping Study would not be funded by Wikimedia Foundation). There are further discussions and details to be worked through with Terri and her team, but this Draft is tabled for the Board to review and consider before the meeting on Monday 16 December. Background Elliott contacted Terri Janke after the Strategic Planning Day in Adelaide, to establish whether there was any interest or possibility in TJ&C taking on this complex work piece. Terri Janke and two of her team met with Elliott and Belinda to discuss ideas, and identify requirements, outcomes, and a possible timeline for the Scoping Study. They are very interested and quickly understood the significance and the challenges involved.
Within our Year 3 Budget we have two funding lines with $10,000 each, one for a First Nations Wikimedian in Residence (which we have not been able to implement this year), and the other is for a First Nations Advisory Body (this has not been established for a range of reasons). Elliott and Belinda have discussed that $15,000 from these two funding lines could be put towards the costs of the Scoping Study, with the remainder of the fee coming from WMAU’s own money. By making this significant investment we clearly show our intention to address the knowledge equity issues on Wiki platforms. We would also separately fund Terri Janke to attend the next WikiCon (or appropriate Wiki Australia event) to present to our community. This is likely to cost in the range of $5,000. We would approach the WMF to fund further stages of development for the ICIP Wiki protocol.
Motion: That the Board gives in principle agreement to the Scoping Proposal and Costing (dated 13 December 2024) and will work with Terri Janke and Co to ensure the scope is well defined and communicated to our community and the Wikimedia Foundation.
ACTION: Board to review the Draft Scoping Study Proposal.
Proposals passed by email and documented below Attendance of RightsCon 2025 Overview 4 December It is proposed that Belinda and Elliott attend RightsCon in-person in Taipei (Monday 24–Thursday 27 February 2025). Not only will it provide the organisation with a broad overview of digital rights and policy trends globally, it will also be an important opportunity to build new relationships with staff from WMF, Wikimedia Chapters and other organisations in the open movements.
Additionally, WMAU has been investigating the Online Safety Amendment (Social Media Minimum Age) Bill 2024 and its potential impact on Wikipedia and the other Wikimedia platforms. The scope of the social media minimum age obligation and the surrounding framework has a potential to impact Wikimedia users under the age of 16 (particularly contributors to the platforms).
Belinda and I have gone through the documentation for the Bill, including the text of the bill, the explanatory memoranda and the Minister’s Second Reading Speech. We will continue to review other documents and public comments related to the Bill. We have also been meeting with Rachel Judhistari, Lead Public Policy Specialist, Asia at the WMF and keeping Franziska Putz, Senior Movement Advocacy Manager, across our work.
We have been asked to deliver a briefing on the legislation for other Chapters attending RightsCon, particularly as other countries consider introducing similar legislation. We see this as an important opportunity to share thinking and advocacy efforts around the social media ban, work with the international community to get in front of other countries considering adopting similar regulation, grow recognition of our policy and regulatory efforts and reinforce existing relationships with key WMF and Wikimedia community stakeholders and build new ones.
Belinda was also invited with Professor Bronwyn Carlson and Lotus Rana to give a lightning talk on the recent report on the experiences of First Nations Peoples on Wikipedia. Initially, Belinda had considered doing the presentation remotely. This would mean Belinda would be able to present on-site.
We have a line in the Budget to fund ESEAP based travel, which has $10,000.
Motion to support and fund The motion relates to WMAU supporting Belinda and Elliott to attend RightsCon 2025 in-person. Motion: That WMAU Board approves funding up to $7,000 to cover flights, transit to and from airports and hotels, accommodation, per diem payments for Belinda Spry and Elliott Bledsoe to attend RightsCon in-person in Taipei, Taiwan from Monday 24 to Thursday 27 February 2025.
Motion for Grief Support for WMAU community

I would like to put forward a motion that the Board allocate up to $1,000 for grief support services if needed/requested by any member of staff, the Board or our community.
Canberra for GLAM Peak and Parliamentary Friends events
Overview
18 November
Parliamentary Friends of GLAM and GLAM Peak are holding end of year meetings and events next week in Canberra, on Tuesday 26 and Wednesday 27 November 2024.
Elliott and Belinda recently met with GLAM Peak and they have invited Wikimedia Australia to send two representatives to these functions. This will give us access to meet a number of Federal Ministers, Parliamentary staffers as well as many senior executives at key institutions, such as the State Library CEO's, ALIA, NFSA, AIATSIS, and some Universities. These meetings occur two days after our Strategic Planning session, so information garnered from this trip would assist in developing our future plans. Elliott and I would also brief people on WMAU's plans and activities, and advocate on current issues such as Social Media, Online Safety, Mis and Disinformation bills, Privacy, Copyright, AI, Open access, and the Digital Duty of Care etc. There may be potential for us to give a brief outline of WMAU Strategic Plan and activities, at the GLAM Peak meeting on Wednesday, but awaiting confirmation.
Unfortunately, with short notice (and a Parliamentary sitting week) the travel costs are more than usual. So please consider whether we send one person, or two to ensure our attendance at these events. Costs as follows:

We have $3000 remaining in our Grant budget line for "Policy, offering submissions to government, and monitoring legislative changes" which would cover this trip. There is likely another GLAM Peak meeting in Canberra in March next year, but it's essential to act now so as to attend the event giving us access to Ministers and Parliamentary staff.
For the record Elliott cannot participate in this vote or conversation but he wanted to inform the Board that he recommends that both the President and EO go. It will also allow us to maximise the amount of people we connect with, so as to inform about WMAU, our Strategic Plan and also to invite participation with us in the future for eg, Partner Projects 2025-26, Training, and Advocacy, etc.
If you could please indicate whether you support and approve the expenditure for both Elliott and myself to travel to Canberra, or whether you prefer just one person to travel.

TAROCH initiative support Overview 24 October 2024 As briefly discussed at Monday's Board meeting, please find attached documentation for the TAROCH (Towards a Recommendation on Cultural Heritage) initiative and a motion in support. Please read the documentation here and the outcome of this motion will be added to the next Board Meeting Minutes for 16 December 2024.
Brief summary
Creative Commons (CC) has been working with the international community in developing an initiative for UNESCO Member States to adopt a Recommendation on Open Cultural Heritage. The legal, standard setting instrument would proactively promote and encourage open solutions in removing barriers to accessing cultural heritage in the public domain, being mindful of various governance frameworks that determine the ways in which cultural heritage is shared and used.
Wikimedia Australia has been invited to join the Towards a Recommendation on Open Cultural Heritage (TAROCH) Coalition. Formally that sees Coalition members sign on to a Statement of Commitment which you can view here: TAROCH Coalition - Statement of Commitment. By supporting TAROCH, Wikimedia Australia can contribute to an international dialogue and initiate a national agenda that advocates for the removal of barriers and the adoption of open access policies in the cultural heritage sector. Wikimedia projects rely heavily on public domain material as sources and Wikimedia Commons hosts a significant amount of public domain content.
Motion to support:
That the Wikimedia Australia Board resolves to formally support the TAROCH (Towards a Recommendation on Open Cultural Heritage) initiative, join the Coalition, and sign on the Statement of Commitment, recognising its alignment with Wikimedia’s mission to make knowledge freely accessible and its potential to significantly enhance the open availability of cultural heritage and its alignment with Wikimedia Australia’s purposes as stated in our Rules, and Strategic Plan.

Please note that Shravan as Secretary has been advised by Elliott that he will abstain from this vote. Elliott is the Co-lead of Creative Commons Australia and on the Advisory Workspace for TAROCH. Elliott also participated in a workshop in Lisbon, Portugal about TAROCH in May 2024. Because of this conflict he will abstain from the vote on whether Wikimedia Australia will join the TAROCH Coalition.

1. If possible, a push for some form of quantitative & qualitative measurement of the eventual Recommendation (Similar to the UNESCO Open Science Recommendation leading to "doubling of countries with open access policies within 2 years": as mentioned in the TAROCH Wikimania Poland Video at 55:43)
2. Hopefully any changes to the future governance of the TAROCH Coalition or any future fees/funding towards TAROCH would be put to another WMAU Board Vote. (Possible Future Changes as stated in their 'Membership' & 'Governance' sections of the TAROCH Statement)

Changes to the 2012 Model Rules (Nov 2023)
The Association Incorporation Reform Regulations 2023 came into effect on 18 November 2023 and will affect a number of Victorian incorporated associations.This includes 2 key areas: new reporting thresholds based on income which was reported earlier and changes to the Model Rules.
The Regulations have introduced some changes to the model rules. The key changes are to:
- support associations to use modern communication technology, including at meetings (rules 9, 18, 35, 62)
- introduce new processes for disciplinary appeals. If a member appeals against a decision to discipline them, that appeal will no longer be decided by the general members of the association at a general meeting. The appeal must now be considered by an ‘appeals subcommittee’ of unbiased people appointed by the committee (rules 23-24)
- clarify the rules for appointing and paying a mediator to resolve an internal grievance (rules 27-28)
- require the committee to maintain a conflict of interest register (rule 65), and
- improve grammar and interpretation in a variety of clauses.
